Malaysia in recognizing the value of inclusive education has made a commitment to provide quality and inclusive education for all in the 2013-2025 Malaysia Education Blueprint. Inclusive education is intended to provide the opportunity for pupils with special educational provisions to be educated alongside mainstream pupils, in addition to the provision of special education on its own. It revolves around the idea that every student should have equal access to education and that schools should cater to the diverse needs of all students regardless of their physical, social, or intellectual ability. However, it is vital that these areas are further strengthened to make it work:
- Policy and Legislation: A strong legal framework is essential to support inclusive education. Malaysia should continue to develop and enforce policies that guarantee equal access to quality education for all. This includes regulations that ensure schools are physically accessible and equipped with necessary resources for students with disabilities.
- Special Teacher Training: Training to raise and strengthen mainstream teachers’ competency to teach pupils with SEN. They should be provided with the knowledge and skills to handle inclusive classrooms.
- Curriculum Adaptation: The curriculum should be made flexible and adaptable to accommodate various learning styles and abilities. Textbooks, teaching materials, and assessment methods should be designed with inclusivity in mind.
- Awareness and Community Involvement: Awareness should begin with the school leaders and non-SEN teachers, followed by parents and the local communities. In our effort to raise awareness, work carried out groups such as The Inclusive Outdoor Classroom (IOC) should be supported and used as a model inclusion programme in Malaysia.
While there are challenges to promoting inclusive education in Malaysia, there are also many opportunities to make progress in this area. By investing in infrastructure and resources, providing training and support to teachers and school administrators, raising awareness about inclusive education, and creating a more inclusive policy framework, Malaysia can take significant steps towards promoting inclusive education and ensuring that all students can reach their full potential.
