However, The Independent states that extensive negotiations still remain in the deal.
While Ratcliffe is confident of his proposal, especially given the Qatari royal family have withdrawn from the bidding process, a deal is not complete.
In order to complete his proposed deal for 25 percent of United, he would have to find agreement on many points with the Glazer family.
One sticking point is sporting control, with British reports stating that Ratcliffe wants his group to have full say over sporting matters.
