The upcoming Dharamsala Municipal Corporation elections are shaping up into a high-voltage political contest, with rebels, Independents and fresh faces significantly altering the electoral dynamics ahead of polling day. While the Congress and the BJP are engaged in direct face-offs in only four wards, the remaining 13 wards are witnessing triangular and multi-cornered contests that could prove decisive in determining the composition of the 17-member civic House.

A total of 54 candidates are in the fray for 17 wards, making the elections one of the most fiercely contested civic battles in recent years. Straight contests between the Congress and the BJP are limited to Ward No. 1 Forsyth Ganj, Ward No. 3 McLeodganj, Ward No. 5 Khajanchi Mohalla and Ward No. 11 Ramnagar. However, political attention has largely shifted to wards where rebel candidates and Independents have entered the race, threatening to upset the calculations of both major parties.

The BJP, which has attempted a major organisational overhaul by fielding several fresh faces, is now facing the fallout of internal resentment after denying tickets to a number of senior leaders. Former BJP mayor Onkar Singh Nehria has entered the fray as an Independent from Ward No. 2 Bhagsunag, while former Deputy Mayor Tajinder Kaur is contesting independently from Ward No. 6 Kotwali Bazaar. Both leaders command considerable local support and their participation has converted the contests into prestige battles for the saffron party.

Political observers believe the rebellion could fragment the BJP’s traditional vote bank and indirectly benefit Congress candidates in closely fought wards. The emergence of dissidence has also exposed simmering dissatisfaction within the party ranks over the leadership’s decision to sideline experienced leaders in favour of a younger electoral line-up.

Independent candidates are also expected to play a crucial role in Ward No. 12 Barol, Ward No. 13 Dari, Ward No. 14 Kand and Ward No. 17 Siddhbari, where multiple Independents are contesting. Analysts believe even marginal shifts in votes could influence the final results in these wards.

Meanwhile, the Secretariat ward has emerged as the most closely watched battle of the elections. Congress candidate Shivani and BJP nominee Ashu, both daughters-in-law from the same extended family, are locked in an intense political contest that has generated widespread public interest. The presence of two Independent candidates has further turned the ward into a fiercely contested four-cornered battle.

The elections carry added significance for the BJP, which had won 10 of the 17 seats in the previous civic polls, while Congress secured five. However, the party later faced embarrassment during the 2023 mayoral elections amid allegations of cross-voting, exposing cracks in its internal unity.
