European manufacturers already have enough capacity to meet domestic demand for clean technology including wind turbines, electric vehicles and heat pumps, according to a report by energy think tank Ember.

Production of wind turbines and electric vehicles in 2025 was nearly double the number installed or sold across Europe, while heat pump manufacturing capacity exceeded demand three times, the report said. The findings suggest Europe's clean technology industrial base is stronger than commonly assumed.

European exports of wind turbines and electric vehicles exceeded €30 billion ($34.6 billion) last year, according to Ember. Electric vehicles alone reduced oil consumption by over 10 billion litres, saving an estimated €4.1 billion in import costs.

Despite those gains, Europe remains heavily exposed to fossil fuel markets, the report said. About 85% of the bloc's fossil fuel supply is imported from outside the European Union, leaving energy costs and economic stability vulnerable to external market shocks.

Ember estimated that spikes in fossil fuel prices seen during the first months of the Iran war added €18.5 billion to Europe's energy costs. The European Commission recently said the bloc's spending on fossil fuel imports had risen by €47 billion in the first 100 days of the conflict.

The report said wider electrification could reduce Europe's exposure to fossil fuel imports and improve both energy security and affordability.
