George Town recently witnessed a clash at Seberang Jaya Hospital between a senior citizen and security personnel, sparking concerns over a dress code violation. Penang's health committee chairman, Daniel Gooi Zi Sen, addressed the issue, attributing the incident to miscommunication and vowed measures to prevent such occurrences in the future.

Expressing regret over the incident, Gooi emphasized the need for corrective actions to enhance the hospital's services and prevent similar incidents from staining the reputation of the healthcare system. "We regret the incident at Hospital Seberang Jaya," he conveyed, highlighting the investigation's findings that identified miscommunication between security staff and the complainant.

He assured that steps would be taken to avert recurrences, reaffirming the commitment of the medical personnel to provide high-quality care to the people of Penang.

The dispute unfolded when a 72-year-old retired engineer, Lim Thean Heng, was denied entry at Seberang Jaya Hospital due to attire deemed inappropriate. His outfit—consisting of a t-shirt, knee-length shorts, and sports shoes—conflicted with the hospital's visitor dress code, which prohibited shorts, singlets, short skirts, and sleeveless tops.

Expressing bewilderment, Lim recounted his interaction with the security guard, receiving no clear explanation for the dress code violation. Despite addressing the issue at the complaints counter, where he was granted entry "just this once," he faced another refusal by the same security guard later on.

Engaging with the hospital's security officer, Lim sought clarification on the dress code's basis, only to be informed that it aligned with the principles of the Rukun Negara, Malaysia's national philosophy.

Seberang Jaya Hospital's director, Dr. Saiful Azlan Sharif, acknowledged the long-standing practice of dress codes in government institutions, emphasizing their role in fostering harmony and upholding the values of courtesy and morality, as per the fifth principle of the Rukun Negara.

Dr. Saiful clarified the incident as a result of misunderstandings and miscommunication between the security personnel and the visitor, stressing the need for clarity in enforcing such regulations.

This incident echoed a larger initiative announced by the Public Service Department (PSD) last year, emphasizing the enhancement of training programs for counter staff to ensure their familiarity with public dress codes in government premises.

In summary, the clash at Seberang Jaya Hospital, rooted in a misunderstanding over dress code compliance, highlighted the importance of effective communication and a balanced implementation of regulations. It served as a reminder for institutions to harmonize policies with practical considerations while upholding decorum and respect within healthcare premises.
