Manchester United are said to have a 100 million to 120 million transfer budget this summer.
The Red Devils are in the mood to sign several top class players to improve manager Erik ten Hag's squad.
The issue, per The Times, is that Financial Fair Play restrictions are limiting how much they can invest.
United are hoping to raise more funds through player sales, but have not received any major bids as yet.
One player who United want to secure is Mason Mount from Chelsea, but negotiations are proving difficult.
Despite Mount only having a year remaining on his deal, Chelsea want a fee in excess of 65 million.
