RM3.3bln for JKM is social investment, not merely aid

PUTRAJAYA, Oct 10 - The nearly RM3.3 billion allocation for the Department of Social Welfare (JKM) under Budget 2027 reflects the government's commitment to easing the burden on those in need, the Ministry of Women, Family and Community Development said. 

In a statement today, the ministry said it will continue to strengthen a social development approach grounded in protection, care and empowerment, in line with the aspirations of Malaysia MADANI and the 13th Malaysia Plan. 

"This approach positions government allocations not merely as financial aid, but as social investment, widening access to quality care services, shaping a safe and inclusive environment, and opening up opportunities for target groups to lead more prosperous, self-reliant and dignified lives," the statement read. 

For senior citizens, the RM1.3 billion allocation for Elderly Assistance is expected to benefit nearly 200,000 recipients, including through the development of two National Integrated Care Centres of Excellence (NICE) in Penang and Sarawak, it said. KPWKM added that the service tax reduction for elderly care from eight to six per cent, effective Jan 1, 2027, is also expected to help lower care costs.MORE    

For persons with disabilities (OKU), the RM1.5 billion assistance allocation benefiting more than 300,000 recipients reflects the government's commitment to strengthening their welfare and well-being. 

"This includes raising the OKU Care Assistance for bedridden and chronic patients from RM500 to RM600 a month to ease the burden on caregiving families. 

“In addition, expanding eligibility for the OKU Workers' Allowance to those earning up to RM2,000, and upgrading 15 Community-Based Rehabilitation premises to provide specialised therapy for Down syndrome, will also widen access to employment, rehabilitation and early intervention,” the ministry said. 

The ministry also believed that the success of Budget MADANI 2027 must be measured not only by the aid disbursed, but by the real difference it makes in people's lives. 

It said it will continue to strengthen collaboration between the government, the private sector, including service providers, and the community, ensuring children are protected, women are given opportunities, families are supported, and the elderly and OKU can live with dignity and comfort.
