
MALAYSIA will allocate RM430 billion in development expenditure under the upcoming 13th Malaysia Plan (RMK13), with a total investment target of RM611 billion from 2026 to 2030, Prime Minister Datuk Seri Anwar Ibrahim announced in the Dewan Rakyat on Thursday.
"RMK13 marks a strategic commitment to drive inclusive and high-impact national development. The combined investment from the public and private sectors is vital to ensure the success of this comprehensive plan," Anwar said.
Of the total projected investment, RM120 billion is expected to be contributed by government-linked companies (GLCs) and government-linked investment companies (GLICs), while RM61 billion will come from private sector involvement via public-private partnerships (PPP).
From the federal allocation, RM227 billion — more than half — will be channelled to the economic sector, reflecting its role as the core engine of growth.
The social sector will receive RM133 billion, including RM67 billion for education and RM39 billion for healthcare. In addition, RM51 billion will be dedicated to security, while RM17 billion is earmarked for the administration sector.
"This strategic distribution underscores the Government’s resolve to foster holistic and equitable national development," Anwar said.
He added, "By 2030, we aspire not only to achieve significant material progress and produce high-value products, but also to cultivate a united, resilient society rich in cultural understanding and moral integrity. This is the vision of Malaysia Madani."
The Prime Minister further emphasised that RMK13 must be a collective national undertaking, involving individuals, communities, private enterprises and government institutions working in unison to uplift the dignity and well-being of the rakyat.
Framed under the theme "Redesigning Development to Uplift the People", RMK13 will centre on three core policy pillars: good governance, economic diversification, and inclusive growth.
"This effort is not merely for our present generation but, more importantly, for those who will inherit this nation," Anwar said.
He reaffirmed the Madani Government’s commitment to strengthening governance by enhancing integrity, accountability, and public service delivery while reinforcing prudent fiscal management.
"Good governance is the foundation of national administration to ensure that the country’s wealth is distributed fairly and equitably, with due consideration given to the needs of all citizens," he said. - July 31 2025
