KUALA LUMPUR – Roghini Devi, the owner of pet dog Rocky, is considering legal action against those allegedly responsible for the animal's death, according to her lawyer.
Speaking at a press conference earlier today, lawyer Choo Dei Wei of Jamie Wong & Solicitors said Roghini is seeking legal advice, with any decision to pursue legal action dependent on the outcome of ongoing investigations.
When asked whether legal proceedings were being considered, Choo said Roghini was exploring possible action against the alleged wrongdoers, although no specific individual or party had been identified at this stage.
"She is considering legal action against the wrongdoers. At the moment, there is no particular person she is targeting," he said.
Choo explained that if Roghini wished to pursue criminal proceedings, she would first need to lodge a police report, after which the authorities would investigate before the prosecution decides whether charges should be filed.
"If she wants to pursue criminal action, she must first lodge a police report. The matter will then be investigated, and it is up to the prosecution to decide whether charges should be brought," he said.
He added that the legal team would assist Roghini in both criminal and civil matters, including representing her if allegations are made against her and helping prepare statements, claims and evidence should she decide to file a civil suit.
Meanwhile, animal welfare group SAFM said its role is to support Roghini in obtaining legal assistance and ensuring the case is investigated through the proper legal process.
SAFM president Kalaivanan said the organisation received a complaint from Roghini on July 30 and has since reviewed videos, documents and witness information submitted by her.
He stressed that SAFM was not attempting to determine guilt before investigations were completed, but wanted the case assessed objectively based on evidence, including original video recordings, witness statements, physical evidence and veterinary findings.
"We are not here to decide who is guilty or to pre-empt the investigation. We want this matter to be assessed based on the original recordings, witness statements, physical evidence, veterinary examination and the proper legal process," he said.
Kalaivanan said Rocky's body has been handed over to the Selangor Veterinary Services Department (DVS) for a veterinary examination as part of the official investigation.
He also raised questions over the circumstances surrounding Rocky's death, including the methods used during the capture operation and whether proper procedures were followed.
While acknowledging that pet owners have responsibilities, including licensing and controlling their animals, he said the licensing issue should not overshadow concerns about how Rocky was handled during the operation.
"The absence of a licence does not give anyone the right to cause unnecessary pain and suffering to an animal," he said.
He urged authorities to investigate whether the operation complied with the Housing and Local Government Ministry's (KPKT) guidelines on stray dog capture, particularly on the humane handling of animals.
He questioned whether the operation was officially carried out by the Klang Royal City Council (MBDK), who was involved, what equipment was used and whether any unauthorised individuals participated in restraining Rocky.
Kalaivanan said the case should serve as an opportunity to review existing procedures governing stray animal management.
"This is not just about one dog or Rocky. It is an issue that should prompt the government and relevant authorities to review the SOPs involved."
"We understand that complaints must be acted upon to protect public safety, but animals must be captured humanely and without elements of cruelty," he added.
MBDK previously maintained that the stray dog capture operation in Taman Teluk Gedung Indah, Port Klang, on July 29 was conducted in accordance with the standard operating procedures (SOPs) set by the Housing and Local Government Ministry (KPKT). - August 4, 2026
