The 23-year-old signed for Arsenal less than a year ago, but has barely featured.
The left-sided centre half is highly rated, but has been unable to dislodge Gabriel from the starting line-up.
Mourinho will be hoping to secure Kiwior on an initial loan deal, given Roma's financial situation.
