The government will be introducing a capped quota system as part of the upcoming RON95 fuel subsidy rationalisation, Finance Minister II Datuk Seri Amir Hamzah Azizan revealed in a recent Parliament session.

He explained that the Finance Ministry is working to finalise a mechanism that differentiates between ordinary motorists and those who rely on fuel for their livelihoods, such as p-hailing and e-hailing drivers.

Under the plan, regular users will be allocated a standard quota, while delivery riders and ride-hailing drivers will receive a larger allowance to reflect their daily fuel needs.

“We will have a quota, we must. We don’t want situations where someone fills up on behalf of others. Ordinary users will have a set limit, but for P-Hailing and E-Hailing drivers, the quota will be higher because this is their main source of income,” Amir Hamzah said.

The full details of the rationalised subsidy programme are expected by the end of Sept, with the government now in the final stages of refining eligibility and implementation methods. Factors such as income level and vehicle type will play a role, with luxury car owners likely excluded from the scheme.
