
THE King of Malaysia, His Majesty Sultan Ibrahim, has granted royal assent to the Parliamentary Services Act 2025 (PSA), paving the way for the full restoration of Parliament as an autonomous institution, Dewan Rakyat Speaker Tan Sri Johari Abdul announced on Monday.
Speaking after officiating the Malaysian Youth Parliament (PBMy) 2025 Handbook Strengthening Workshop at Klana Resort here, Johari confirmed that he had been informed by the Dewan Rakyat Secretary earlier in the day that the King had signed the Act.
“Alhamdulillah, this morning I was informed by the Secretary of the Dewan Rakyat that His Majesty the Yang di-Pertuan Agong Sultan Ibrahim has signed the PSA. This means Parliament will now exist as an independent entity,” Johari said.
He added that the date for the Act’s formal enforcement would be finalised soon in consultation with Minister in the Prime Minister’s Department (Law and Institutional Reform), Datuk Seri Azalina Othman Said.
“Parliament convenes on 21 July, and I will discuss with the Minister to determine the official enforcement date of this Act,” he said.
The PSA, once implemented, will enable Parliament to carry out its functions independently from executive interference — a landmark moment after years of institutional lobbying.
“Alhamdulillah, this has been a long journey, but we have finally succeeded. The PSA is the result of strong collaboration between both the opposition and the government, who gave their full support,” Johari noted.
The reintroduction of the Parliamentary Services Act, which was first enacted in 1963 and later repealed in 1992, represents a pivotal victory for the MADANI government’s institutional reform agenda. It will grant Parliament the authority to manage its own policies and governance, independent of the executive branch — a significant shift after more than 30 years.
Earlier reports confirmed that the Parliamentary Services Bill 2025 was passed in the Dewan Rakyat, signalling a revived commitment to restoring Parliament’s role as a sovereign and effective branch of government.
Separately, Johari also announced that the Malaysian Youth Parliament (PBMy) is slated for implementation in June next year, with the secretariat currently finalising policies related to system development, member selection, and leadership training programmes.
Also present at the workshop were PBMy Advisory Council Chairman Tan Sri Borhan Dolah, Parliamentary Chief Administrator Datuk Ahmad Husaini Abdul Rahman, and 50 participants from various implementing agencies nationwide. - July 14, 2025
