
An inquiry conducted by a committee, comprising Deputy Civil Surgeon and two other local officials of the Health Department, has unearthed embezzlement of Rs 19.14 lakh from the processing fee collected by the blood centre at the Civil Hospital in Jhajjar city.
The inquiry — after detecting serious financial irregularities — has recommended legal action against an accountant working under the National Health Mission (NHM).
Jhajjar Civil Surgeon Dr Manju Kadian while confirming the development said a police complaint has been filed seeking the registration of an FIR in the matter. Show-cause notice has also been issued to the accountant.
“The accountant was responsible for depositing the processing fee collected from private hospitals for providing them blood units. The inquiry found that he had failed to deposit the entire amount received over the past three years, leading the department to initiate an investigation and take action against him,” said an official on the condition of anonymity.
Sources said, “The inquiry report states that during 2023-24, the blood bank received Rs 10,97,700, but only Rs 82,500 was deposited into the designated bank account, leaving a shortfall of Rs 10,15,200. In 2024-25, receipts totalled Rs 7,34,700, of which only Rs 2,37,600 was deposited, resulting in a difference of Rs 4,97,100. During 2025-26, against receipts of Rs 5,90,600, deposits amounted to Rs 1,88,100, leaving Rs 4,02,500 unaccounted for. The total amount not deposited into the authorised bank account was calculated at Rs 19,14,800.”
The inquiry committee observed that the amount had been embezzled or misappropriated, terming it a case of financial irregularity, dereliction of duty and misuse of institutional funds. It further noted that no amount had been deposited in another bank account associated with the blood centre.
“The committee has also recommended a comprehensive audit of all financial transactions handled by the accountant since his appointment as an NHM Accountant in the office of the Civil Surgeon, Jhajjar, in 2019. It suggested that the audit be conducted by the MD (NHM) Haryana, or the Project Director, Haryana State AIDS Control Society, Panchkula, expressing apprehension that additional financial irregularities may surface during a detailed examination,” said sources.
Taking note of the “irregularities”, the committee has also recommended initiating departmental proceedings against the employee under the Haryana Civil Services (Punishment and Appeal) Rules, 2016, and the NHM Bylaws, 2018.
Inspector Sarita, SHO, City police station, said the complaint was being investigated. “We have sought some records from the Health Department for the investigation," she added.
