Kota Kinabalu: The State Government has introduced Outcome-Based Integrity (OBI) as a new approach to building a resilient and corruption-resistant administrative system, Chief Minister Datuk Seri Hajiji Noor said.
He said OBI would focus on reducing risks of leakages and misconduct, improving efficiency and transparency in public service delivery, and increasing public and investor confidence as reflected in the Public Trust Index.
Speaking at the 2026 Integrity, Governance and Anti-Corruption Convention (Kita) at the Sabah International Convention Centre here today, Hajiji said governance must be proactive, predictive and preventive through actual risk assessments.
He said the State Government would strengthen digitalisation, data analytics and behavioural insights, while incorporating OBI indicators into the annual Key Performance Indicators of department heads and leaders of State Government companies.
Hajiji said more than 2,500 participants attended the two-day Kita 2026, adding that integrity would remain a key pillar of the Sabah Maju Jaya 2.0 Development Plan (2026–2030), with service delivery to be assessed based on tangible impact on people’s well-being.
