OFTEN overlooked as the stepchild of Penang due to the phenomenal growth of the island, the mainland is now poised to become a credible engine of growth for the state.

The Seberang Perai City Council (MBSP) today unveiled its landscape Master Plan, marking a significant step towards transforming the mainland of Prai into a greener, resilient, and sustainable urban centre.

It also emulates the island in trying to make the state green and more prepared to face climate change.

MBSP Lord Mayor Datuk Baderul Amin Abdul Hamid said the plan has been designed for a 10-year period and will be implemented in phases, taking into account financial capacity, urban development priorities, and future needs.

Periodic reviews will be conducted to ensure the plan remains relevant, practical, and impactful.

“This plan is not merely a physical planning document, but a reflection of MBSP’s commitment to shaping a balanced urban environment that harmonises development, environmental sustainability, and the well-being of our residents,” he said at the launch at the City Hall Tower of Seberang Prai.

“The master plan serves as a key reference for all stakeholders, ensuring that landscape elements are integrated holistically into Seberang Perai’s physical, social, and environmental development.”

The plan is linked to the United Nations Sustainable Development Goals (SDGs), and reinforces the council’s dedication to tackling climate change, enhancing residents’ quality of life, and expanding access to high-quality green spaces, said Baderul.

He added that the Landscape Master Plan was developed in response to contemporary urban development challenges, including environmental issues, climate change, biodiversity loss and the growing need for quality green spaces.

Baderul says the success of the Landscape Master Plan depends on the cooperation of all stakeholders.

“Through this plan, MBSP aims to improve the quality of life of residents by creating a more comfortable, healthy, and liveable urban environment. At the same time, it strengthens the city’s resilience to climate change while supporting the goal of positioning Seberang Perai as a low-carbon, environmentally friendly, and sustainable city,” Baderul added.

The plan covers the entire administrative area of MBSP, encompassing existing urban areas, new development zones, urban parks, public green spaces, river corridors, recreational areas, and residential, commercial, and industrial zones.

This region-based approach ensures continuity in the urban landscape and the establishment of an integrated and resilient ecological etwork.

He hopes to collaborate with the private sector and civil societies' movements to ensure the plan is a success. - December 19, 2025.
