
MANILA, Philippines —The Senate on Tuesday approved on third and final reading a measure seeking to strengthen the implementation of the Universal Access to Quality Tertiary Education Act by expanding financial assistance, widening access for disadvantaged learners, and improving monitoring and quality assurance mechanisms in tertiary education.
With overwhelming support from lawmakers, the chamber passed Senate Bill 1894 under Committee Report 31, which proposes amendments to Republic Act 10931, the landmark law that provides free tuition and other school fees in state universities and colleges, local universities and colleges, and state-run technical-vocational institutions.
The measure aims to address gaps in the implementation of the free higher education program, particularly for low-income students and learners facing social and geographic disadvantages.
