PUBLIC opinion of the two chambers of Congress moved in opposite directions in the second quarter of 2026, with the Senate posting lower trust and satisfaction ratings while the House of Representatives recorded modest gains, the latest Tugon ng Masa (TNM) survey of OCTA Research showed.
The survey showed that trust in the Senate fell from 44 percent in the first quarter to 41 percent in the second quarter, while distrust increased from 24 percent to 27 percent.
Satisfaction with the Senate’s performance also dropped from 42 percent to 38 percent, while dissatisfaction rose from 27 percent to 32 percent.
In contrast, trust in the House increased from 36 percent to 38 percent, while distrust declined from 33 percent to 28 percent.
Satisfaction with the House likewise edged up from 35 percent to 37 percent, while dissatisfaction fell from 35 percent to 32 percent.
The survey results released Wednesday showed that public opinion of both chambers remained mixed, with substantial portions of respondents either expressing distrust or dissatisfaction or remaining undecided.
Nationwide, 41 percent of adult Filipinos said they trusted the Senate, compared with 27 percent who distrusted it and 32 percent who were undecided.
On performance, 38 percent were satisfied with the Senate, 32 percent were dissatisfied and 30 percent were undecided.
For the House, 38 percent expressed trust, 28 percent expressed distrust and 33 percent were undecided.
Thirty-seven percent were satisfied with the House’s performance, while 32 percent were dissatisfied and 31 percent were undecided.
The Senate’s decline was particularly evident in several areas.
Trust in the chamber fell by five percentage points in Metro Manila and Visayas, and by four points in Mindanao. Its trust rating remained at 44 percent in Balance Luzon.
The Senate’s performance satisfaction rating also declined in all four major areas, falling by four percentage points in Metro Manila, three points in Balance Luzon, three points in the Visayas and six points in Mindanao.
The House, meanwhile, posted increases in trust in Balance Luzon, Visayas and Mindanao, while its rating in Metro Manila remained at about 29 percent.
Its satisfaction rating increased by four percentage points in Balance Luzon and two points each in Metro Manila and Visayas, while remaining at about 36 percent in Mindanao.
OCTA Research said the survey period overlapped with the Senate leadership change and the opening of the impeachment trial of Vice President Sara Duterte.
