THE Philippine National Police (PNP) has reminded groups planning to hold rallies and other activities on Sept. 21 to secure the necessary permits and comply with existing regulations.
The reminder came as the PNP directed local police units to prepare sufficient personnel and resources for the expected activities marking the anniversary of the declaration of Martial Law in 1972.
PNP chief Gen. Jose Melencio Nartatez Jr. also ordered tighter intelligence monitoring to immediately identify possible security threats.
Nartatez said police must ensure the safety of everyone at protest sites, including rallyists, while respecting their right to assemble and express their views.
Also, the PNP directed local police units to prepare for possible security concerns arising from the planned activities.
Last year, disturbances were reported in parts of Metro Manila during protest actions, including the burning of tires and the throwing of stones and other objects at police officers. Several people were arrested.
Police leadership reiterated the need for rally organizers to obtain the required permits and observe rules and regulations.
The Sept. 21 activities are expected to coincide with commemorations of the declaration of martial law by the late president Ferdinand Marcos Sr. on Sept. 21, 1972.
