Zhengzhou, the capital of Henan, China, has a population of close to 13 million inhabitants. In comparison, Kuala Lumpur has a population of just over two million people while Greater Kuala Lumpur, which also comprises the Klang Valley, has close to nine million inhabitants.

Cutting Congestion, Saving Lives
Shengzhiyuan CEO Qingguo Kang said over 3,000 intersection signal control platform, system operation and maintenance service have been deployed in Zhengzhou City.
Shengzhiyuan has successfully piloted and scaled intelligent transportation, lighting, security, and environmental solutions. Using radar-camera fusion and AI edge computing, the system analyzes real-time data to optimize traffic flow.
Qingguo said the results have been dramatic. Ambulances gained an average of 15 minutes in response time thanks to prioritized “green wave” corridors. Accidents at intersections fell by nearly a third.
“Time is the most valuable urban resource,” said Qingguo. “If we can give people back 15 minutes a day, or help an ambulance save 15 minutes on the road, we are saving lives and adding to the quality of life.”
Mashui also indicated that Shengzhiyuan planned to set up its first overseas manufacturing plant in Malaysia.
Intelligent Lighting: Safer, Greener Streets
Shengzhiyuan’s smart lamp poles combine LED lighting, environmental sensors, 5G base stations, and even EV charging points. The lights adjust brightness depending on traffic or pedestrian movement, reportedly saving 60% in electricity costs, Qingguo disclosed.
These poles also monitor air quality, noise, and temperature, with results 92% consistent with environmental authority stations.
“Urban infrastructure must work harder for citizens,” Qingguo said. “A streetlight today can be more than a bulb—it can be a data collector, a safety device, a security monitor, and a sustainability solution all in one.

Building Intelligent Transportation Networks
Traffic congestion is one of the most pressing problems of modern urbanization. In Zhengzhou, Shengzhiyuan deployed a vehicle-road collaboration platform integrated with the city’s Traffic Brain, signal control, and electronic policing systems.
This system combines AI edge computing with radar-camera fusion sensing, enabling real-time traffic monitoring and rapid decision-making.
Qingguo said the other results yielded have been tangible:
- Efficiency gains: Traffic efficiency improved by 16–30%, while average delays fell by 17%.
- Safety improvements: Collision accidents at intersections dropped by 30% after deploying safety early warning systems.
For citizens, this translates into shorter commutes, safer journeys, and faster emergency services. For city governments, it means lower operational costs—the Zhengzhou signal control upgrade reduced fiscal expenditure by 20% compared to traditional systems.
A Scalable Model for Global Cities
For Malaysia, where mixed traffic (cars, motorcycles, pedestrians) is a defining feature, Qingguo said that Shengzhiyuan’s algorithms have already been optimized—achieving 92% recognition accuracy for motorcycles compared to ~70% in traditional systems. This makes their solutions particularly relevant to Southeast Asia’s traffic realities.
The Smart City KL Expo emphasizes not only innovation but also social co-benefits. Qingguo said that Shengzhiyuan’s Zhengzhou project is a strong case study for the following:
- For governments: Reduced expenditure on traffic management by 20% and operational costs by 40%.
- For citizens: Commute times cut by nearly one-fifth, better air quality, and safer school zones.
- For businesses: Public bus on-time performance improved by 22%, and logistics efficiency by 15%.
