
PUTRAJAYA – Bukit Aman Criminal Investigation Department (CID) Director Datuk Seri Mohd Shuhaily Mohd Zain has been appointed as the new Director-General of the Malaysian Border Control and Protection Agency (AKPS), effective July 1, 2025.
Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said the two-year appointment, which runs until June 30, 2027, is based on Mohd Shuhaily’s extensive policing experience spanning 26 years.
“Given his competence and broad experience in various units within the Royal Malaysia Police, both domestically and internationally, I am confident in his ability to lead AKPS effectively.
“His leadership is expected to elevate the country’s border control measures while strengthening a culture of integrity in line with MADANI values,” Shamsul Azri said in a statement today.
A graduate in International Relations from the International Islamic University Malaysia, Mohd Shuhaily also holds a Master of Science in Strategic Studies from Nanyang Technological University, Singapore.
He served as Police Attaché in Washington, United States, from 2010 to 2013, and was appointed as CID Director on August 15, 2023.
With his transfer, CID Deputy Director (Intelligence/Operations) DCP Datuk Fadil Marsus has been named acting director of the department, effective the same date.
The handover ceremony took place today at the Theatrette Hall in Bukit Aman, witnessed by Inspector-General of Police Datuk Seri Mohd Khalid Ismail.
In his speech, Mohd Khalid described Mohd Shuhaily’s appointment as a recognition of trust and responsibility.
“This is no small responsibility, and I believe it is a significant trust that he must now carry. PDRM will extend its full and unwavering support to ensure these duties are carried out effectively and with integrity.”
Expressing his gratitude during the ceremony, Mohd Shuhaily thanked the entire CID team and PDRM personnel for their steadfast support throughout his tenure.
“This is certainly not a goodbye, but the beginning of a new chapter in my career. The synergy between PDRM and AKPS will be the driving force behind the government’s efforts to strengthen border control and ensure its success,” he said. - June 30, 2025
