The Role of American Leadership
Following World War II, the United States played a pivotal role in advancing decolonization efforts and aiding the reconstruction of war-torn economies.
From the Marshall Plan to institutions like the United Nations and WTO, America’s global stewardship provided the foundation for international cooperation. Singapore, like many smaller nations, flourished within this framework.
During the Cold War, despite controversies surrounding U.S. foreign interventions, the country benefited from a relatively secure Southeast Asian region, enabling sustained economic growth.
The Fraying of the International Order
However, PM Wong acknowledged that this order is now fraying. A fatigued and divided U.S. is increasingly turning inward.
Years of military entanglements, the 2008 financial crisis, and the COVID-19 pandemic have deepened American skepticism toward globalization.
The Rise of China
Concurrently, China has risen as a near-peer rival to the United States - leveraging the existing international order to fuel its growth while increasingly asserting its own strategic interests.
This growing competition is reshaping the global geopolitical landscape, as both powers vie for dominance, fueling mistrust and heightening the risk of confrontation.
A Disrupted Global Order
With the United States gradually retreating from its traditional role as the global stabilizer, many nations are turning inward, prioritizing their own strategic and national interests.
This shift has contributed to a more fragmented and unpredictable international environment, prompting countries to reassess long-held assumptions and recalibrate their foreign and security policies.
Shifts in Regional Security Postures
In Europe, there is a renewed focus on self-reliance in defence. Debates over nuclear deterrence and rising defence budgets reflect a growing awareness that the continent can no longer depend solely on external security guarantees.
Similarly, across Asia, countries are strengthening their defence capabilities and reconsidering their military strategies in response to rising regional tensions and global uncertainties.
Growing Economic Uncertainty
The global economic system is under significant strain. Heightened geopolitical rivalries have led nations to rethink the risks of overdependence, shifting from open globalization toward economic self-protection.
Economic security is now taking precedence over interdependence, as illustrated by the ongoing U.S.-China trade tensions, rising tariffs, and the deterioration of long-standing trade relationships.
This new reality, marked by uncertainty, mistrust, and economic nationalism, demands a strategic recalibration.
Three Key Strategies
PM Wong outlined three key pillars for Singapore’s path forward:
• Active Contribution to Global Governance: Singapore will intensify its engagement in shaping global rules and solutions to uphold international law and play a constructive role in multilateral platforms.
• Championing ASEAN Unity: Regional cohesion is vital. Singapore will lead efforts to strengthen ASEAN’s relevance, promoting deeper economic integration and collaborative diplomacy amidst growing U.S.-China tensions.
• Building Diverse Global Partnerships: Recognising the multipolar nature of today’s world, Singapore will expand ties with emerging regions, including Africa, Latin America, and the Middle East, ensuring diversified and resilient economic linkages.
To remain internally strong, Singapore will continue to fortify its domestic resilience - anchored in sound finances, robust national defence, and social cohesion.
As PM Wong aptly put it, Singapore’s survival and success have always hinged on its adaptability and unity. In today’s fragmented world, these qualities are more critical than ever. With its commitment to multilateralism, regional solidarity, and strategic global partnerships, Singapore aims not only to withstand the storm but to be a stabilizing force amid chaos.
The road ahead is uncertain, but if Singapore continues to harness its collective spirit and strategic foresight, it can remain - as PM Wong envisioned - a beacon of stability, resilience, and hope in an increasingly divided world.
