The Italian, who has been at FC Sion in the Swiss second division, could be without a team.
Sion chiefs are considering removing him from their squad as he has not been performing.
Balotelli only scored five goals last season, while the club was relegated from the top flight.
Sporting director Barth Constantin hopes that an offer arrives from Saudi Arabia for the 33-year-old.
They have until September 20th to do such a deal, given the Saudi window is open until later.
