17 AUGUST 2026 — Smartsel Sdn Bhd (“SMARTSEL”), a wholly owned subsidiary of Menteri Besar Selangor (Incorporation) (“MBI Selangor”), and PG LINKARANFIBRE Sdn. Bhd. (“LINKARANFIBRE”), a wholly owned subsidiary of PG Energia Sdn. Bhd. have signed a Memorandum of Understanding (“MoU”) to explore the development of a stronger and more resilient fibre connectivity ecosystem linking Selangor’s strategic digital and economic zones to wider regional networks.
The signing ceremony was graced and witnessed by YAB Dato’ Seri Amirudin bin Shari, Dato’ Menteri Besar Selangor.
Through the MoU, SMARTSEL and LINKARANFIBRE will assess opportunities to interconnect SMARTSEL’s growing state-wide digital infrastructure with LINKARANFIBRE’s regional fibre network capabilities. The proposed collaboration is expected to focus on connectivity from the Cyberjaya data centre cluster and other strategic locations in Selangor to regional fibre routes extending towards Thailand and Singapore.
The initiative is intended to give data centres, telecommunications providers, cloud operators, enterprises and other enterprises participating in Selangor’s digital economy greater access to resilient, high-capacity domestic and cross-border connectivity.

This collaboration is an important step towards building a stronger connectivity ecosystem that can support data centres, advanced industries and emerging technologies while reinforcing Selangor’s position as a competitive and investment-ready digital hub,” said YAB Dato’ Seri Amirudin bin Shari, Dato’ Menteri Besar Selangor.
Under the proposed collaboration, the parties will explore ways to optimise and extend fibre infrastructure, strengthen network interconnection and leverage their respective assets and technical capabilities. They will also evaluate commercially sustainable models to support the long-term growth of Selangor’s digital economy.

The collaboration is also expected to support industrial digitalisation, smart city development, cloud connectivity and the adoption of artificial intelligence and other emerging technologies across Selangor.

SMARTSEL COMPLETES 40-KILOMETRE FIBER EXPRESSWAY CYBERJAYA
The event also marked the official completion of SMARTSEL’s approximately 40- kilometre main fibre-optic expressway in Cyberjaya, developed in strategic partnership with OCK Datawave Sdn Bhd.
The high-capacity, ultra-low-latency expressway connects data centre locations across Cyberjaya, providing a scalable and resilient foundation for data-intensive operations, inter-data-centre connectivity and the continued growth of the city’s data centre ecosystem.
Its completion is a significant milestone in SMARTSEL’s efforts to strengthen the digital infrastructure supporting one of Selangor’s principal technology and data centre locations.
The Fiber Expressway Cyberjaya will also serve as a strategic foundation for the broader Selangor Dark Fibre Network, SMARTSEL’s proposed state-wide digital backbone connecting the state’s major economic, industrial and technology zones.
CONNECTING SELANGOR VIA FIBER EXPRESSWAY
Envisioned as a high-capacity “Fiber Expressway,” the Selangor Dark Fibre Network is intended to connect strategic data centre zones, industrial and economic areas, Cable Landing Stations, telecommunications nodes and other key digital infrastructure locations across the state.
Integrating this state-wide infrastructure with regional fibre routes is expected to enhance network resilience, improve infrastructure utilisation and reduce unnecessary duplication. It will also provide businesses and investors in Selangor with stronger access to national and international networks.
Together, the completed Fiber Expressway Cyberjaya, the planned Selangor Dark Fibre Network and the proposed collaboration with LINKARANFIBRE form part of SMARTSEL’s strategy to create a more connected, resilient and investment-ready digital infrastructure ecosystem.
This integrated approach is expected to strengthen Selangor’s ability to attract high value investments in data centres, cloud services, artificial intelligence, advanced manufacturing and other technology-driven industries.
