
SHAH ALAM: Smartsel Sdn Bhd and PG LinkaranFibre Sdn Bhd have signed a memorandum of understanding (MoU) to explore connecting Selangor’s planned state-wide fibre infrastructure with regional fibre routes extending towards Thailand and Singapore.
The collaboration could link the Cyberjaya data centre cluster and other strategic locations in Selangor to wider regional networks, providing data centres, telecommunications providers, cloud operators and enterprises with greater access to high-capacity domestic and cross-border connectivity.
Under the proposed collaboration, the parties will assess opportunities to interconnect Smartsel’s growing digital infrastructure with LinkaranFibre’s regional fibre network capabilities, while exploring ways to optimise and extend fibre infrastructure and strengthen network interconnection.
They will also evaluate commercially sustainable models to support the long-term growth of Selangor’s digital economy.
The MoU, however, does not commit the parties to a completed physical interconnection or disclose investment, commercial or revenue-sharing terms.
Selangor Menteri Besar Datuk Seri Amirudin Shari, who witnessed the signing today, said resilient, scalable digital infrastructure connected beyond Malaysia’s borders was increasingly important to support the state’s economic growth.
“Selangor’s continued economic growth requires digital infrastructure that is resilient, scalable and connected beyond our borders. This collaboration is an important step towards building a stronger connectivity ecosystem that can support data centres, advanced industries and emerging technologies while reinforcing Selangor’s position as a competitive and investment-ready digital hub,” he said.
The event also marked the official completion of Smartsel’s approximately 40km main fibre-optic expressway in Cyberjaya, developed in partnership with OCK Datawave Sdn Bhd.
The high-capacity, ultra-low-latency network connects data centre locations across Cyberjaya and is intended to support data-intensive operations and inter-data centre connectivity as the city’s data centre ecosystem expands.
The Cyberjaya network will serve as a foundation for the proposed Selangor Dark Fibre Network, which is envisaged as a state-wide digital backbone linking major economic, industrial and technology zones.
Smartsel said the broader network is intended to connect strategic data centre zones, industrial and economic areas, cable landing stations, telecommunications nodes and other key digital infrastructure locations across Selangor. Integrating the network with regional fibre routes is expected to enhance network resilience, improve infrastructure utilisation and provide businesses with stronger access to national and international networks.
MBI Selangor group CEO Datuk Saipolyazan M Yusop said demand for secure, high-capacity connectivity was rising as Selangor attracted more data centres, cloud services, advanced industries and technology investments.
“By connecting Smartsel’s state-wide infrastructure more effectively with regional networks, we aim to create a stronger digital foundation that delivers long-term value to businesses, investors and communities.”
Smartsel CEO Ritzwan Rosli Mohd Rosli said the MoU established a strategic framework for the two parties to expand and optimise their fibre network footprint by leveraging their respective assets, technical capabilities and interconnection solutions.
The collaboration is also expected to support industrial digitalisation, smart city development, cloud connectivity and the adoption of artificial intelligence and other emerging technologies across Selangor.
Smartsel is a wholly owned subsidiary of Menteri Besar Selangor (Incorporation) and serves as the Selangor state government’s digital infrastructure and ICT services provider.
LinkaranFibre, meanwhile, is wholly owned by PG Energia Sdn Bhd and holds Network Facilities Provider and Network Service Provider licences from the Malaysian Communications and Multimedia Commission.
