A new regulatory framework related to safe Internet for children and families will be introduced on August 1 and will come into force on January 1, 2025.
The Communications and Multimedia Commission (MCMC) statement recently informed that it is in line with the decision of the Cabinet of Ministers that social media services and Internet messaging must comply with Malaysian laws to combat the increase in cybercrime cases, including online fraud, cyberbullying, and sexual crimes against children.
Through the new framework, all social media services and Internet messaging services that have at least eight million registered users in Malaysia will need to apply for an Application Service Provision Class License under the Communications and Multimedia Act 1998 (Act 588).
"This new regulatory framework only applies to platforms that meet licensing eligibility requirements and do not involve users," according to the statement on Berita Harian.
According to MCMC, failure to obtain a license after the effective date is an offense, and appropriate legal action can be taken under Act 588.

"This step will create a safer online ecosystem and a better experience for users, especially for children and the whole family," he said.
The Minister of Communications, Fahmi Fadzil, previously said that the ministry and agencies under it will set the conditions for licensing the operation of social media, given that the open platform is now operating in this country unregistered.
A study and research were also carried out by the Ministry of Communications through MCMC last year, in order to succeed in this registration and licensing effort, including for large platform providers such as Google, Meta, and TikTok.
The research or study covers various matters, including policy implications for services, aspects of investment and trade, taxation methods, as well as aspects of consumer safety in Malaysia.
