The Yang di-Pertuan Agong, Sultan Ibrahim, has granted approval for the establishment of a Royal Commission of Inquiry (RCI) to delve into issues surrounding Malaysia's sovereignty concerning Batu Puteh, Batuan Tengah, and Tubir Selatan. The announcement was made by the Legal Affairs Division of the Prime Minister's Department, indicating the monarch's consent for the RCI and the appointment of a seven-member panel.

Heading the RCI will be former chief justice Tun Md Raus Sharif, with the role of deputy chairman entrusted to former Federal Court judge Tan Sri Datuk Zainun Ali. The panel boasts a diverse set of members, including legal expert Datuk Baljit Singh Sidhu, former dean of the Law Faculty at the University of Malaya Prof. Dr. Johan Shamsuddin Haji Sabaruddin, constitutional and administrative law expert Prof. Datin D. Faridah binti Jalil, Johor Financial Officer Datuk Mohammed Ridha Abd Kadir, and Director of the South Region at the Malaysian Maritime Enforcement Agency, Dickson Dollah.

The decision to initiate the RCI stems from the longstanding dispute over territorial claims, notably the International Court of Justice's (ICJ) 2008 ruling that Batu Puteh belonged to Singapore. Subsequently, Malaysia sought an interpretation of the judgment in 2017. However, in 2018, the administration of Tun Dr Mahathir Mohamad withdrew the application, a move that raised questions about the decision-making process.

Last year, a special task force was established to scrutinize the case, and its findings suggested that Dr Mahathir's administration may have erred in withdrawing the application. This revelation prompted a renewed interest in re-evaluating the situation, leading to the current move for an RCI.

The composition of the RCI panel, featuring eminent legal and maritime experts, indicates a comprehensive and thorough examination of the sovereignty issues at hand. The inclusion of individuals with diverse expertise reflects a commitment to impartiality and a comprehensive understanding of the complex legal aspects surrounding the territorial dispute.
