Special Dewan Rakyat sitting on Tabung Haji RCI set for Aug 11

THE Dewan Rakyat will hold a special sitting on August 11 to debate the Royal Commission of Inquiry (RCI) report into the management and operations of Lembaga Tabung Haji (TH), Prime Minister Datuk Seri Anwar Ibrahim said.

Anwar said the sitting would begin at 10am and continue until the debate concludes, following an agreement with Dewan Rakyat Speaker Tan Sri Johari Abdul.

"August 11 will be a special Parliament sitting. I have discussed it, and the Speaker has agreed. It will begin at 10am and continue until the afternoon," he told reporters after the launch of Maybank’s new headquarters at Menara Merdeka Maybank today.

The special sitting will allow lawmakers to scrutinise the RCI findings, which examined TH’s management and operations between 2014 and 2020, as well as debate recommendations aimed at strengthening the institution.

The 211-page report, published by the Department of Islamic Development Malaysia (JAKIM), outlined 25 recommendations covering governance reforms, financial management and operational improvements.

The government said 75 per cent of the recommendations have since been implemented, with reforms aimed at strengthening TH’s role in managing depositors’ savings and Haj operations.

Among the major findings, the RCI concluded that TH would have recorded a RM1.4 billion loss in 2017 if it had fully adopted relevant financial reporting standards, instead of the RM3.4 billion profit reported in its accounts.

The commission also identified governance weaknesses, including broad ministerial powers over appointments, overlapping responsibilities between the board and senior management, and concerns over political influence in the institution’s administration.

Anwar said the Cabinet’s decision to declassify and release the full RCI report was intended to ensure transparency and allow Malaysians to understand the circumstances that affected one of the country’s most important Islamic financial institutions.

"The Cabinet has agreed to release the entire Tabung Haji RCI report.

"TH is a magnificent and respected institution with a proud history, proposed by a great thinker, scholar and fighter, Ungku Aziz, and it has recorded a remarkable history of serving hundreds of thousands of pilgrims," he said.

Also present at the Maybank headquarters launch were Finance Minister II Datuk Seri Amir Hamzah Azizan, Maybank chairman Tan Sri Ir Zamzamzairani Mohd Isa, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, Permodalan Nasional Bhd (PNB) chairman Raja Tan Sri Arshad Raja Uda, and Maybank Group President and Chief Executive Officer Datuk Seri Khairussaleh Ramli.

Anwar said TH was founded on the principles of integrity, trust and responsible financial management, but warned that those foundations had been threatened by past weaknesses in administration and financial stewardship.

"TH almost collapsed because of negligence, because the institution was not properly safeguarded, including its finances. It was derailed by greed, excess, negligence and the pull of selfish desires that caused destruction," he said. - July 30, 2026
