Per The Sun, Spurs are set to offer Royal Antwerp a structured deal for Vermeeren.
A similar arrangement was enough to secure Destiny Udogie from Udinese a year ago.
The defender was initially loaned back to the Italian club for the remainder of last season.
Arsenal, Chelsea, Bayern Munich and Barcelona all want to sign Vermeeren in the winter or summer.
Spurs will have to convince the 18-year-old to choose them over nearly all the top clubs in Europe.
