Kota Kinabalu: The State Government is prepared to review regulatory barriers to facilitate the implementation of the Sabah Maju Jaya (SMJ) plan to ensure more business-friendly policies for industry players
To this objective, State Secretary Datuk Seri Safar Untong described the establishment of the Pemudahcara SMJ as a manifestation of public-private sector cooperation which acts as a conducive platform to receive input and new recommendations from industry players to improve trade policies and other relevant issues.
“It is hoped the policies review process involving ordinances and enactments can be continued with the involvement of Pemudahcara SMJ to eliminate bureaucracy and allow improvements to be made in an organised manner,” he said at the launch of the Pemudahcara SMJ ceremony held in conjunction with an iftar function.
He admitted previous amendments of policies were formulated from the department’s point of view and that of the public service.

Safar noted this move will not only meet the expectations of stakeholders but also prevent corrupt practices, leakages and boost public confidence in the government.
Furthermore, he hoped the participation of pemudahcara SMJ and industry players in the review of polices and regulations can simplify the system delivery process especially with regards to investment matters.
He pointed such proactive measures to establish good work process fosters a conducive, healthy business climate, and thus increases the government’s revenue stream, creates job opportunities and drives the state economy forward.
In his message, Safar also called upon members of the public service to strive towards enhancing governance to boost the confidence of all stakeholders.
To realise its mission of ensuring best governance practices in the civil service, he affirmed the state government has issued Guidelines and Circulars for Best Practices in the Public Sector.
This was followed by the Sabah Good Regulatory Practices which was launched by Chief Minister Datuk Seri Hajiji Noor on Sept 19, 2021, and establishment of the Guideline Book for the Implementation of Best Practices Policies in Sabah (GRP Sabah).
“These three documents serve as an important reference point for all legal coordinators at every ministry department, agencies in implementing policies review of their respective agencies in a more systematic, transparent and effective manner, “he said.
With this, Safar reminded public servants to continue enhancing the effectiveness of service delivery system which should exceed the expectation of users.
“It’s also vital for Permanent Secretaries of Ministries, District Officers and public servants to give their level best in enhancing service delivery in line with the Malaysia Madani concept, “he said.
