PETALING JAYA: A major flood protection project in the Sungai Golok basin in Kelantan remains incomplete, with its first phase extended until July 2027 amid weaknesses in planning, contract management and construction, according to the Auditor-General’s Report 2/2026.
Auditor-General Datuk Seri Wan Suraya Wan Mohd Radzi said the Integrated River Basin Development Project (PLSB) Sungai Golok had yet to be completed according to its stipulated scope, timeframe, cost and quality requirements.

Phase 1 has been granted an Extension of Time (EOT) until July 21, 2027, compared with the completion date of Aug 13, 2024, stipulated in the supplementary agreement, she said in a statement.
Implementation of Phase 2 had also been delayed due to issues with the procurement process.
Wan Suraya said the audit identified weaknesses in project planning, inter-agency coordination, scope changes, contract administration, design control, construction implementation and the appointment of consultants.
“These weaknesses resulted in design changes, increased project costs, implementation delays, damage to pump-house structures, construction of temporary structures and non-compliance with contractual requirements,” she said.
She warned that failure to comprehensively address the weaknesses could further delay the project’s objectives of protecting the Sungai Golok basin from floods, safeguarding residential and agricultural areas, and strengthening security along the border.
The delays could also increase the financial implications for the government, she said.
