Kota Kinabalu: A strategic investment arm of Sabah government, Qhazanah Sabah Berhad and a private developer Bina Indah Development Sdn Bhd will spearhead a development of Sabah’s first integrated medical and modern lifestyle commercial hub — The Hill @ Damai — in Luyang, Damai.

They marked the significant milestone in the State’s development agenda by signing a Joint Development Agreement (JDA) witnessed by the Minister of Industrial Development and Entrepreneurship Datuk Phoong Jin Zhe who represented the Chief Minister Datuk Seri Hajiji Haji Noor at Qhazanah Event Hall, Menara Kinabalu here on Monday.

Qhazanah Sabah Berhad was represented by its Chairman Datuk Dr Yusof bin Yacob and its Deputy Chief Executive Officer Rudy Jaglul while Bina Indah Development Sdn Bhd Executive Director Allison Tey and its Director Kenyo Chu Kin Kong while accompanied by Assistant Minister to the Chief Minister Datuk Ruslan Muharam, Board member of Qhazanah Sabah Berhad Datuk Dr Johnson Tee, and Kojasa Holdings Berhad Datuk Ben Chong Chen Bin.

The JDA outlines a strategic collaboration for the development of The Hill @ Damai — a mixed-use urban revitalization project strategically nestled on a hilly terrain behind Queen Elizabeth II Hospital.

Dr Yusof said a key component of this development is the proposed Sabah National Heart Centre, which will be the second of its kind in Malaysia, after the National Heart Institute (IJN) in Kuala Lumpur.

Sharing the Federal Government aspirations of having a cardiac centre, he said The Hill @ Damai will be Sabah’s first development integrating a medical ecosystem with a high-end modern commercial precinct.

Meanwhile, Phoong said The Hill is more than a property development — it’s a people-centric initiative and the establishment of the Sabah National Heart Centre is a testament to their collective ambition to build healthcare infrastructure on par with national standards.

“To my knowledge, The Hill @ Damai will offer over 1,500 parking bays, and thus the traffic and parking woes will no longer be a concern, which has been the issue faced by public in the area,” he said, adding that it also aimed at tapping into vast potential of medical tourism in Luyang area and Sabah.

According to Bina Indah Development Executive Director Allison Tey Phing Phing, the project spanning approximately about 13 acres, and when completed, it is expected to offer over 500,000 square feet of commercial space.

She said it is slated for completion within five years and is projected to create over 1,000 jobs and attract substantial economies activities.

She said the components of Sabah’s first Cardiac Centre will include luxurious confinement centre, Medical Suite SOHO units, clinics, chiropractic and physiotherapy centres, as well as nursing and wellness facilities.

Adjacent to the healthcare facilities, she said a chic, thoughtfully designed commercial centre will be built.

Tey added that each tier of the development will have designated parking areas, with shop-front parking for customers and business owners.

Despite its prime location, she said The Hill @ Damai will not include high-rise condominiums as is already an oversupply of residential units in both Damai and Sabah as a whole.

She said they are confident that The Hill @ Damai will also boost the marketability for existing and upcoming residential developments in the area.
