Orchestrated primarily by the Department of Trade and Industry (DTI) alongside the National Commission on Muslim Filipinos (NCMF), the ecosystem transitions Halal from just a purely religious compliance framework into an integrated economic strategy spanning trade, Islamic finance, tourism & SME development. Under the current national masterplan (Strategic Pillars & Targets 2023-2028) the government has unified public-private sector arms to scale local capacity, accelerate international mutual recognition agreements & drive massive inbound investments into the economy.
I learned these interesting developments from my young alumnus of the Asian Institute of Management (AIM) Manila, Datu Aleem Siddiqui Guiapal, a prominent Filipino public official, economist, and international advocate who serves as a primary architect of the Philippines' modern Halal ecosystem. He is widely recognized for fast bridging Southeast Asian Islamic economy initiatives and transforming Halal into a major driver of the national economic growth. A royalty of Maguindanao in the Bangsamoro region, he has also served as a manager at the Philippine Economic Authority.

Datu Aleem, the former Program Manager of the Halal Industry Development and Trade Office (HIDTO) under DTI, said “I was involved in spearheading the strategic blueprint that elevated the local industry, driving the country's Halal trade revenue to a record PHP 7.9 billion. Halal is not simply as a religious standard of Islamic faith, but as a highly technical global infrastructure, investment vehicle & engine for SME empowerment throughout ASEAN. Investment target of PHP 230 billion for Halal-related infrastructure & manufacturing facilities generating 120,000 job opportunities.”
He is currently, the Advisor in Government Relations, Market Access & Regulatory Strategy, emphasized that “In the regional integration and logistics, the Philippine is a central catalyst for the local ecosystem in partnership with the BIMP-EAGA (Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area) corridor. Mindanao serves as the geographic and cultural anchor for the domestic production side, while standardizing its audit mechanisms with powerhouse neighbors like Malaysia allows Filipino products to transition cleanly into the global Islamic supply chain.”
