THREE PAS state assemblymen in Perlis have filed a writ of summons against the Speaker of the Perlis State Assembly (DUN), challenging his announcement of sudden vacancies in the constituencies of Guar Sanji, Bintong, and Chuping.
The assemblymen, Mohd Ridzuan Hashim (Guar Sanji), Fakhrul Anwar Ismail (Bintong), and Saad Seman (Chuping), issued a joint statement dated January 2, explaining that the lawsuit follows the Speaker’s media announcement on December 25, 2025, declaring the three constituencies vacant.
“We have read the media statement issued by the Speaker of the Perlis State Assembly dated 25 December 2025, which announced three sudden vacancies in DUN Guar Sanji, DUN Bintong, and DUN Chuping,” the statement read.
The assemblymen emphasised that while they respect the Speaker’s role, they believe his declaration overstepped the bounds of his authority. “We humbly submit that the statement is mistaken and constitutes an action beyond the scope of duties prescribed by law,” they said.
They added that the writ names the Speaker as the first defendant and the Perlis State Assembly as the second defendant, seeking judicial review to secure what they describe as justice through the legal process.
The three lawmakers argued that the announcement deprived the residents of the three constituencies of proper representation for approximately two years leading up to the next state election.
“We request that the declaration made by the first defendant be declared beyond procedure, void, invalid, and defective, and that the court grant appropriate relief and/or other orders,” the statement read.
The assemblymen are represented by lawyer Mohd Jamil Yaacob of Tetuan Srihana Mohamad and Partners. - January 2, 2026
