Football Insider says Tottenham and West Ham are expected to settle for the England midfielder.
This despite the fact that Chelsea's coach Mauricio Pochettino previously stated that Gallagher is part of their plans.
The 23-year-old's contract with Chelsea runs until the summer of 2025.
But he faces being squeezed out with Moises Caicedo and Romeo Lavia to arrive from Brighton and Southampton respectively.
