The Daily Express says Spurs and Chelsea are eyeing the Ukraine international.
More talks are scheduled with Shakhtar for both English giants.
However, Shakhtar are aiming to not sell until after Ukraine's Euros campaign with the hope a successful run will increase Sudakov's price.
Shakhtar are seeking at least 60m to sell.
