The Wales international is in France today for a medical and to sign on a season-long loan with Rennes.
Rodon was left out of Spurs' weekend trip to Israel to close his move to Rennes.
The loan will include the option to sign permanently for €20m.
Rodon was motivated to make the move to Rennes with an eye on Wales' World Cup campaign this year.
