Football.London says Spurs are keen to bring Gallagher across London, though face competition from Newcastle United.
Gallagher spent last season with Chelsea's first team, though could be moved on by new manager Mauricio Pochettino.
He built his reputation with an impressive loan at Crystal Palace two seasons ago which led to a first England call up.
Gallagher started eight of Chelsea's final nine games last season.
