The London club are seeking a backup attacker for manager Thomas Tuchel.
According to football.london, Gil will only leave if Spurs get a replacement, which has led to their interest in James.
However, Leeds paid a significant fee to Manchester United for James a year ago, and will not want to lose him with the season already underway.
The attacker may also not want to go back to a club where he is a rotation option, as he was at Man United.
