
The productivity of civil servants is crucial to the successful implementation of the Public Service Remuneration System SSPA, which will take effect on December 1, according to Tan Sri Shamsul Azri Abu Bakar, Chief Secretary to the Government KSN. Speaking during an interview with Bernama to mark his 100th day as the 16th KSN, Shamsul Azri stressed the importance of increased commitment, dedication, and work quality from civil servants alongside salary adjustments under the new system.
When we talk about productivity, civil servants must give more. You have to serve better, and you have to deliver more to the government, he said. Shamsul Azri explained that the SSPA is designed not only to enhance the welfare of civil servants but also to motivate them toward improving the efficiency of service delivery.
He highlighted that measures such as salary increments, job rotations, the rationalisation of positions, and the reduction of overlapping functions across departments would strengthen the civil service's structure and governance. These steps, he added, aim to provide opportunities for employees to develop their skills and adapt to different roles and fields.
Addressing productivity challenges, Shamsul Azri emphasized the importance of civil servants adopting a customer-centric perspective to better understand and meet public needs. We do not position ourselves as customers, so when we don’t do that, we tend to serve the public without full commitment. We must give the best to the people, he noted.
As part of his broader agenda, Shamsul Azri has outlined five Reform Achievement Areas BKR, supported by 20 strategies under the Public Service Reform Agenda. The five BKRs are Values and Governance Adoption, Human Capital Development, Organisational Development, Service Delivery, and Strengthening Public Private Synergy. He underscored the use of an Associated and Integrated Strategy to implement these reforms, with a whole of nation approach involving the private sector and a whole of government approach promoting inter-departmental integration.
In a significant upcoming initiative, Shamsul Azri announced the introduction of ILTIZAM Perkhidmatan Awam, set to launch in the first quarter of the next year. This initiative reflects the government’s commitment to a more flexible and dynamic public sector, requiring agencies to periodically review and reassess regulations to align with evolving circumstances.
On fostering public-private partnerships, Shamsul Azri underscored the need for collaboration in driving national development. He referred to the Public Private Cooperation Master Plan 2030 PIKAS2030, launched in September, as a strategic framework for this cooperation. While the government will focus on creating flexible policies, reducing bureaucracy, and ensuring social welfare, the private sector is expected to drive economic growth through investment, innovation, and technology.
Through this synergy, the government targets RM78 billion in private investments, contributing RM82 billion to the Gross Domestic Product GDP and generating 900,000 job opportunities by 2030. Shamsul Azri expressed confidence that these efforts, supported by the private sector, would enable sustainable public service reforms, benefiting both the people and the nation's progress.
