MANILA, Philippines — Sen. Erwin Tulfo on Monday sought the Senate's concurrence in twin measures ratifying the Philippines’ Status of Visiting Forces Agreements (SOVFAs) with Canada and New Zealand.
Tulfo sponsored proposed Senate Resolution 548 and Senate Resolution 549, which would allow the Philippines to conduct joint military activities and exercises with Canada and New Zealand, respectively.
In his sponsorship speech, Tulfo underscored the importance of the partnerships in strengthening the Philippines' security and defense, given the challenges in the region.
He also clarified that the agreements would not allow the establishment of permanent military bases in the country.
"Welcoming visiting forces does not mean surrendering our sovereignty. Instead, we are establishing a clear legal framework for the temporary visit of foreign forces in accordance to our Constitution and existing laws," Tulfo said.
President Ferdinand Marcos Jr. had ratified the SOVFAs with Canada and New Zealand last March and April, respectively.
Meanwhile, Majority Leader Juan Miguel "Migz" Zubiri said the pact between the Philippines and Canada would deepen defense cooperation and further strengthen the two countries' strategic partnership.
In his co-sponsorship speech on Senate Resolution 548, Zubiri said the agreement would elevate the Philippines' defense partnership with Canada to the same level as its existing arrangements with the United States, Australia, and Japan.
He also underscored Canada's consistent support for the Philippines' position in the West Philippine Sea, describing the country as a "natural ally" that shares the Philippines' democratic values and commitment to defending its sovereignty.
"Both our countries know the importance of standing our ground against neighbors who challenge our sovereignty and our democratic principles. Indeed, Canada has always been in our corner with regard to our sovereignty in the West Philippine Sea," Zubiri said.
"They are our natural allies, our partner in upholding peace and stability amid the volatile geopolitical conflicts across the globe. This agreement will pave the way for defense cooperation that will help both our countries pursue our shared vision for peace in Southeast Asia and North America alike," he added.
