Two men charged with using unauthorised telecommunications devices

PETALING JAYA: Two men were charged in separate Sessions Courts here today with using unauthorised communications equipment that interfered with a telecommunications network.

Choong For Seng, 43, and Ling Siew Lung, 46, both pleaded not guilty when their charges were read before Judges Dr Syahliza Warnoh and Dr Noor Ruzilawati Mohd Nor respectively.

Choong faced charges for using an uncertified GSM Module set without proper brand, model or serial number certification near a Mutiara Damansara restaurant on November 19, 2024.

He was charged under Regulation 16(1)(b) and 16(3) of the Communications and Multimedia (Technical Standards) Regulations 2000, which carries a maximum RM300,000 fine or three years imprisonment.

Choong also faced an amended charge for intentionally using the same GSM Module set, causing electromagnetic interference that disrupted Maxis Sdn Bhd’s network service.

This charge falls under Regulation 34(5)(c) of the Communications and Multimedia (Spectrum) Regulations 2000 with similar penalties.

Ling was charged with abetting Choong in committing both offences under Section 109 of the Penal Code, carrying identical punishment.

Both judges granted bail of RM5,000 for each charge with one surety and set December 4 for case mention.

The prosecution was handled by Malaysian Communications and Multimedia Commission deputy public prosecutor Fadhli Ab Wahab and MCMC prosecuting officer Mohamad Farhan Kamarudin.

Choong was represented by lawyer Kee Wei Lon while Ling was represented by Jonas Ee Gen You. – Bernama
