Ukraine-Russia war latest: Kyiv disputes Musk’s Starlink claims as Zelensky says peace talks to resume

A Ukrainian official has contested Elon Musk’s claims that its military violated the terms of use for Starlink’s communications system, leading to restrictions on Kyiv's access to high-speed satellite technology.

Having previously blamed the decision to throttle Kyiv's Starlink access on the White House, Musk said on Saturday that the Ukrainian military used Starlink “for offensive drone strikes to kill people”, in contravention to the terms of use.

Serhii Beskrestnov, an adviser to president Volodymyr Zelensky, rejected that claim, arguing the restrictions would have made it “physically impossible” for Ukraine to use Starlink in the types of strikes he described.

“It is very strange that Elon Musk is unaware of the operational limitations of Starlink in Ukraine,” he said noting, that Starlink’s civilian system in Ukraine “does not function over the territory of Russia”.

Ukraine said over the weekend that its access to high-speed services via Starlink and Starshield satellite communications had been restored.

Meanwhile, Zelensky has said there will be a three-way meeting involving US, Ukrainian and Russian officials in November.

In a post on X, Zelensky said Ukraine was ready for talks between technical groups, while also renewing his push for talks at a leadership level.

Zelensky says US fully resumes warnings on ballistic strikes

04:00 , Namita Singh

Ukrainian president Volodymyr Zelensky said US warnings about imminent Russian ballistic missile strikes, critical to Ukraine's air defences, had been fully restored after recent issues.

Speaking to Ukraine's TSN television channel, he said SpaceX's Starshield satellite internet had been working at speeds of up to 420 kilometres per hour since early on Saturday morning, after it had been throttled earlier in October amid diplomatic pressure on Kyiv from Washington.

Zelensky said he discussed both issues in a meeting with US special envoy Steve Witkoff in Oslo, casting the changes as results of that meeting.

The US has pressed Ukraine to suspend strikes on Russian oil refineries, which it argues added to high ‌energy prices, a sensitive issue for the Trump administration amid its war on Iran and US midterm elections next month.

Zelensky said ‌that in order for Kyiv to halt ‌the strikes, Moscow must stop hitting Ukraine's power infrastructure, or the US should allow the use of Starshield over Russia to detect launch places of its ballistic missiles, or supply Ukraine with Patriot missiles.

Editorial: Now more than ever, all of Europe needs to step up in support of Ukraine

After Donald Trump unilaterally declared an “energy ceasefire” between Russia and Ukraine two weeks ago, Volodymyr Zelensky accepted it, even though it had come as news to him.

Ukrainian forces ceased their attacks on Russian refineries for a day or two, but as Vladimir Putin’s missiles and drones kept coming, the Ukrainians resumed their strikes.

It seems that President Trump had made up the ceasefire. “It was entirely in his head, which is where so many of his great diplomatic triumphs appear to occur,” as Sir Lawrence Freedman, the distinguished military analyst, observed.

We cannot fight until the last Ukrainian – it’s time to call Putin’s bluff

01:30 , Maryam Zakir-Hussain

Agrim, expensive, choice faces Europe and the United Kingdom. Take on Russia in Ukraine or wait for the fight to come into our homes. Prepping for Armageddon by stockpiling tins of rice pudding, water and wind-up radios will mean nothing if the fight is not taken to the enemy.

Ukraine has proved this. And the suffering being endured across the country as the Trump administration has sabotaged Kyiv’s weapons systems shows how far Vladimir Putin will go to achieve his ends – a nihilistic fetish for chaos among his rivals.

A Ukrainian drone attack overnight on the Russian border city of Belgorod killed three people and injured 13, local authorities said on Sunday, while a separate drone strike later in the day killed another person and wounded one other in a nearby village.

"Unfortunately, the death toll from last night's attack (in the city of Belgorod) has risen after another man who had been injured has died in hospital. This is a great tragedy for all the city's residents," Belgorod's mayor, Valentin Demidov, wrote on state-backed messaging app MAX.

The overnight attack on Belgorod damaged 30 apartment buildings, 35 cars, four houses, three administrative buildings, eight commercial premises and three social facilities, regional governor Alexander Shuvayev said.

In a separate incident on Sunday morning, one person was killed and another injured when a Ukrainian drone struck a car in the village of Voznesenovka near the town of Shebekino, local authorities said.

Ukraine says Starlink speed limits lifted after a slowdown that hobbled its drones

Sunday 25 October 2026 20:30 , Maryam Zakir-Hussain

Ukraine’s military has regained full use of Starlink satellite links for its drones and other fast-moving equipment, the defense minister said Saturday, ending speed restrictions that Ukrainian officials said had disrupted front-line operations for more than a week.

The restoration comes as U.S. envoys launched a new push to end the war. Russia agreed Wednesday to resume three-way negotiations with Washington and Kyiv next month. On Friday, Kyiv and Moscow also agreed to a localized ceasefire brokered by first lady Melania Trump around Oleshky, a war-ravaged, Russian-occupied town in Ukraine’s southern Kherson region.

The Defense Ministry’s monitoring systems in Ukraine reported stable connections on objects traveling faster than 400 kph (250 mph), Defense Minister Yevhenii Khmara told reporters.

US-Ukraine-Russia trilateral meeting to be held in November, Zelensky says

Sunday 25 October 2026 20:01 , Holly Bancroft

Ukraine’s president Volodymyr Zelensky has said there will be a US-Ukraine-Russia trilateral meeting in November.

In a post on X on Sunday, Mr Zelensky said Ukraine was ready for trilateral talks between technical groups.

However, he warned: “Everyone must understand. First, we are not exchanging anything for anything. We are ready for discussions. If it is the territorial issue, then it must be discussed at the level of leaders. Other issues – at the level of technical groups. So all of this can be discussed in November.”

He also said that he “would not want us to approach a meeting of the three leaders - Ukraine, the United States, and Russia - having lifted all sanctions on the Russian Federation”.

He explained: “I do not want us to find ourselves at a meeting with Putin without tools, without sanctions, without money, or without frozen assets”.

EU makes cautious approaches to Russia

Sunday 25 October 2026 19:30 , Maryam Zakir-Hussain

After initially leaving it to Trump to try to broker ‌an end to Russia's war in Ukraine, the EU ‌has made cautious approaches to Russia.

The leaders of Britain, Germany and France have said they supported a proposal for talks between Ukrainian President Volodymyr Zelensky and Putin to try to secure a ceasefire, and that Europe would play a role.

Russia, meanwhile, has said it would be open to dialogue but not ultimatums.

On Sunday, Ushakov said that Russia was ready to resume three-way peace talks with Ukraine and the US after Russia's National Unity Day on November 4, echoing Kremlin comments this week on Putin's willingness to resume US-mediated talks with Ukraine as soon as next month.

Zelensky said on Friday that peace negotiators from Ukraine, Russia and the US had agreed to meet at a technical level in the first half of November in Abu Dhabi, adding that he hoped a meeting of their `leaders would follow.

Ushakov also commented on a potential meeting between Putin, Chinese President Xi Jinping and US President Donald Trump, saying that preparations had already started.

The proposed meeting is ‌set to be held on the sidelines of the Asia-Pacific Economic ‌Cooperation summit in China over November 18-19.

A separate meeting between Putin and Trump in Shenzhen had not been agreed upon, Ushakov said.

Europe should be included in Ukraine peace discussions, Kremlin aide says

Europe should be included in discussions on a peace settlement in Ukraine because its position could be crucial, Kremlin aide Yuri Ushakov said on Sunday.

The US has been unable to put pressure on Kyiv to agree to a peace deal, Ushakov said in an interview with state television correspondent Pavel Zarubin.

"Before, it seemed after Anchorage, that the US administration might be able to dictate something and force Kyiv to comply. But so far, this hasn't really worked out," Ushakov said, referring to a 2025 meeting in Anchorage between US President Donald Trump and Russian President Vladimir Putin.

"That's because it's not enough to talk only to Kyiv; ‌we need to talk to the whole of Europe, which fully supports Kyiv."

Thousands of service members from Britain and France have joined forces in a military wargame intended to demonstrate the defence of Nato territory against potential foreign aggression.

The drills featured a major airborne operation, among the largest conducted in two decades, with British and French paratroopers leaping from RAF transport aircraft over German soil.

The joint drills come amid heightened security fears across Europe driven by Vladimir Putin’s war in Ukraine, as Russian troops probe Nato frontiers and the Kremlin faces accusations of directing arson, sabotage, and assassinations within European countries.

Ukraine disputes Elon Musk's claim that its military violated Starlink's terms of service

Sunday 25 October 2026 16:03 , Maryam Zakir-Hussain

Ukrainian officials have disputed claims by SpaceX CEO Elon Musk that the country’s military violated Starlink’s terms of service by using the civilian satellite internet network for offensive drone strikes.

Serhii Beskrestnov, a defense technology adviser to President Volodymyr Zelenskyy, said long-standing restrictions on the civilian system in Ukraine made such offensive use impossible.

“It’s very strange that Elon Musk doesn’t know about the restrictions on Starlink’s operation in Ukraine,” he wrote in an online post.

Elon Musk restricted Ukraine’s Starlink access after military ‘violated’ terms

Sunday 25 October 2026 15:00 , Maryam Zakir-Hussain

SpaceX intentionally slowed its Starlink satellite internet network in Ukraine, owner Elon Musk confirmed on Saturday, hindering military efforts essential for the nation's defense against ongoing Russian aggression.

The tech mogul acknowledged the decision online shortly after Ukrainian President Volodymyr Zelenskyy announced that connectivity across both Starlink and Starshield services had returned to previous levels following a week-long disruption to combat operations.

Uncertainty had mounted over the past week regarding who authorized the service slowdowns affecting the critical communications network, which Kyiv has depended upon throughout its conflict with Moscow.

Bulgaria votes for president in wake of deadly Black Sea drone strikes

Sunday 25 October 2026 14:00 , Maryam Zakir-Hussain

Bulgarians vote in presidential elections on Sunday as Russia's war in Ukraine spreads to the waters off Bulgaria's Black Sea coast.

Polls place acting President Iliana Iotova, 61, and ex-caretaker prime minister Andrey Gyurov, 50, as leaders in a race of 27 candidates.

While the presidency is largely ceremonial, Sunday's vote has taken on added significance after a series of drone attacks on merchant ships off Bulgaria's Black Sea coast that likely killed some two-dozen international seafarers.

The strikes, which sparked international condemnation and concerns about the growing reach of the war in Ukraine, prompted the government to seek allied assistance to bolster maritime security.

Bulgaria has stopped short of directly accusing Russia of carrying out the attacks, but prime minister Rumen Radev said their outcome "benefits the Russian Federation".

Both leading presidential candidates condemned the strikes, but they differ over the broader war.

Gyurov, who served as caretaker prime minister this year, is supported by pro-Western, reformist parties and has long expressed support for Ukraine.

He signed a security cooperation agreement with Kyiv during his time as premier.

"I want Bulgaria to have a voice of its own in Europe. A reliable NATO ally that defends its interests through preparedness, strong diplomacy and a clear position," he said at a rally on Thursday.

Iotova, formerly vice president, became acting president in January after Radev resigned to enter the parliamentary race, which he won on what many political analysts considered a Kremlin-friendly ticket.

Radev ‌supports Iotova and they both call for a diplomatic end to the war.

A victory for Iotova would make her Bulgaria's first elected female president. "My opponents argue that there must be a war of attrition." she told a rally on Thursday.

"The truth is, we are all the ones who are most exhausted."

Putin targets Ukrainian civilians in barbaric ‘safari’ attacks as Trump turns blind eye

Sunday 25 October 2026 13:20 , Maryam Zakir-Hussain

Vladimir Putin is targeting Ukrainian civilians in a surge of barbaric attacks across the country despite Donald Trump claiming that Russia is acting “fine” in the war.

New figures released by the UN this week show the number of Ukrainian civilian casualties in September rose by 85 per cent compared with the year before.

First-person drones, long-range glide bombs, ballistic rockets and new jet-powered Shahed cruise missiles are being used in the attacks as winter closes in. No one is off limits. Children, babies, mothers in the park, elderly fruit vendors.

Ukraine launches massive drone attack on Russia’s Belgorod - report

Sunday 25 October 2026 12:45 , Maroosha Muzaffar

A Ukrainian drone attack on Russia’s Belgorod region overnight on Sunday reportedly killed one civilian and injured 10 others, local authorities claimed.

The drones reportedly targeted the MegaGRINN shopping complex, the city’s largest retail and entertainment centre, which was closed and empty at the time, The Kyiv Independent reported.

Officials confirmed a "massive UAV attack" but did not identify specific targets.

Reports of explosions, fires and air defence operations circulated on social media, but The Kyiv Independent said it could not independently verify them.

The attack came a day after Ukraine said its Starshield system had been restored to full speed. The military satellite network, which had operated at sharply reduced speeds since 14 October, is used by Ukrainian forces to coordinate drone strikes and other military operations.

Sanctioned Russian energy giant secretly funded US gas project - report

Sunday 25 October 2026 11:45 , Maroosha Muzaffar

Russia’s second-largest LNG producer Novatek reportedly secretly funded US company Polar LNG’s multibillion-dollar Alaska gas project, potentially violating US sanctions, The New York Times has reported.

Polar LNG’s former CEO John Riddle resigned in September after discovering the undisclosed Russian links. He said he alerted Trump administration officials and urged an investigation.

"It's not only unlawful, but it's not in the US interest to have Russian technology controlling the commercialisation of Arctic gas in the North Slope," Riddle told the NYT.

Novatek was also negotiating to supply technology to Polar LNG. US envoys Steve Witkoff and Jared Kushner discussed the proposed deal with Russian president Vladimir Putin in September, although it remains unclear whether they knew about the secret financing.

Novatek confirmed it was seeking "minority shareholder" status in the project.

The reported deal is among several energy agreements president Donald Trump is pursuing with Moscow amid efforts to end the Ukraine war, intensified Russian attacks and reduced US support for Kyiv.
