The Russian and US presidents agreed during their phone call on Tuesday to seek a 30-day ceasefire against energy and infrastructure targets in Moscow’s war in Ukraine, according to the White House.

The White House described it as the first step in a "movement to peace" it hopes will eventually include a maritime ceasefire in the Black Sea and a full and lasting end to the fighting, adding that negotiations would "begin immediately" on those steps.

However, the Kremlin said Mr Putin told Mr Trump that the US and its allies must end military and intelligence assistance to Ukraine to halt hostilities.

Ukrainian President Volodymyr Zelensky said later on Tuesday that Ukraine would support the US proposal to stop strikes on Russian energy infrastructure, and said he hoped to speak to Mr Trump about his talks with Mr Putin.

The call came as the White House pushes for the Kremlin to sign off on its 30-day ceasefire proposal to end Russia’s three-year invasion of Ukraine.

"The work at the facility has been suspended," the administration said.

Ukrainian President Volodymyr Zelensky told reporters that Ukraine is open to any proposals that lead to a sustainable and just peace, but stressed the need for full transparency in discussions.

Zelenskyy said he was seeking more details on what Putin and Trump agreed on, but rejected Putin's demand for halting military aid and intelligence sharing to Ukraine, warning that such a move would weaken Ukraine.

"We need to understand what the conversation is about," Zelenskyy said. "What are the details? And hopefully, we will be fully informed, and our partners will discuss everything with us."

He added: "There are two sides in this war — Russia and Ukraine. Trying to negotiate without Ukraine, in my view, will not be productive."

Trump administration halts program to track abducted Ukrainian children, lawmakers say

,

Tara Cobham

Democratic US lawmakers will call on President Donald Trump's administration to restore a program that helps track thousands of Ukrainian children abducted by Russia, and to use sanctions to punish those responsible for the rights violation.

As it slashes a wide range of US government programs and most foreign aid, the Republican president's administration has ended a government-funded initiative led by Yale University's Humanitarian Research Lab (Yale HRL) that tracked the mass deportation of children from Ukraine, the lawmakers said.

That decision meant researchers have lost access to a trove of information, including satellite imagery and other data, about some 30,000 children taken from Ukraine.

"We have reason to believe that the data from the repository has been permanently deleted. If true, this would have devastating consequences," the Democratic lawmakers, led by Ohio Representative Greg Landsman, said in a letter to Secretary of State Marco Rubio and Treasury Secretary Scott Bessent seen by Reuters on Tuesday and due to be sent on Wednesday.

Trump's termination of the program and the letter were first reported in The Washington Post. It became public the same day that Trump spoke by telephone to Russian President Vladimir Putin in which Russia stopped short of agreeing to a 30-day cessation of hostilities.

Russia and Ukraine accuse each other of attempting cross-border attack

Tuesday 18 March 2025 21:00

Russia and Ukraine accused each other of trying to launch cross-border attacks on Tuesday, each saying its forces had repelled attempted incursions.

Both sides said their forces were in full control of their territory on their own side of the border and had inflicted losses on enemy troops.

Russia's Defence Ministry, in a statement reported by Russian news agencies, said Russian forces had thwarted five Ukrainian attempts to push across the border into its southwestern Belgorod region.

It said the attacks sought to disrupt talks between Kremlin leader Vladimir Putin and US President Donald Trump aimed at reaching a settlement to the three-year-old war.

Ukraine's military said its forces had "successfully halted all attempts by the occupiers to secure a foothold" inside the Sumy region.

Ukrainian forces launched a mass incursion into the Kursk region last August, though Russian troops have recovered much of the territory initially seized and have reported considerable gains against Ukrainian forces over the past week.

Russian forces last year pushed their way into the Kharkiv region and have in recent weeks been intensifying attacks on the Sumy region.

"This process must lead to a just and lasting peace for Ukraine. We will stand with Ukraine for as long as it takes to ensure Russia can never launch an illegal invasion again."

The timings of the Putin-Trump call

,

Tom Watling

While we wait for the details of the Donald Trump call with Vladimir Putin, let’s look at the timeline from today.

A US official told NBC News that the call lasted an hour and a half.

White House deputy chief of staff Dan Scavino, who announced the call had started, said it begun at 2pm GMT.

Despite claims the call lasted 90 minutes, Scavino claimed at 3.32pm that the call was still happening.

Kremlin spokesperson Dmitry Peskov, who has also confirmed to Russian state media site Tass that the call has concluded, said at the start of today that the call would take place between 1pm and 3pm GMT.

But Putin was addressing a business conference in Moscow until 1.52pm.

Eight minutes later, he began his phone call with Trump.

A few minutes after 1pm, when the call was due to start, Putin was asked by his former economy minister Alexander Shokhin if he was going to be late. In front of a crowd of oligarchs, Putin shrugged his shoulders and said it wasn’t worth listening to Peskov. The crowd then burst into laughter.

Is Putin making Trump wait? It is a tactic beloved by the Russian leader

Tuesday 18 March 2025 14:58

,

Tom Watling

Vladimir Putin was due to speak to Donald Trump between 1 pm and 3 pm GMT today.

But the Russian leader was busy addressing oligarchs at a business conference until 1.52 pm, when he eventually left the venue. He had been talking about how Western sanctions would continue to try to exclude Russia from the global economy.

There has still not been any announcement about a call with Trump.

Pressed by former economy minister Alexander Shokhin just after 1 pm whether he would be late for the call with Trump, Putin joked that it was better not to listen to his spokesperson, who had announced the call timings earlier.

Putin does have a history of making leaders wait.

Last Thursday, US envoy Steve Witkoff reportedly arrived in Moscow shortly after noon but only met with Putin late in the evening.

Is this happening to Trump?

Just before 2.30 pm today, English-language state media site Russia Today joked that Putin cut his talk short because Trump was pestering him.

Could this be what Putin was trying to suggest by delaying the call? Autocrats are known for making people wait. Putin is no exception.

As we wait for information on Donald Trump’s call with Vladimir Putin, we remind you that Russia is continuing to push Ukrainian forces out of the border region of Kursk.

In less than a fortnight, Ukraine’s partial hold on the region has been reduced to less than 10 per cent of its peak last October.

Russia had been making gains over the past few months but started making serious inroads after cutting off Ukraine’s last supply line a few days into the start of March.

Ukraine’s partial control of Kursk could have proved a key bargaining chip for Kyiv in peace talks with Russia.
