BILD says Union are in advanced talks to take Fofana on a season-long loan.
The Bundesliga club are preparing for a first ever Champions League campaign and want Fofana to add their attacking options.
The clubs are in final negotiations about the striker. Union Berlin, who play in the Champions League next season, will not have an option to buy.
The 20-year-old has a contract with Chelsea until the summer of 2029 with an option for another year.
