The 15-year-old has already impressed on trials with Spurs and Manchester City.
The Daily Express says Chelsea and Saints want to now run the rule over Allen during a trial period.
Rangers are also interested in the Northern Irish attacking midfielder.
Allen has already made his debut for the Linfield first-team this season.
