Malaysia overhauled its entire traffic summons system at the start of this year, and if you have been sitting on an old, unpaid saman hoping it just quietly disappears, the new rules make that a much riskier bet than before.
Starting 1 January, JPJ and PDRM standardised summons rates across both agencies and replaced the old system of occasional seasonal discounts with a permanent structure built around the principle of "the less you delay, the less you pay," meaning early settlement now earns a bigger discount while late payment means paying the full amount. For compoundable offences, fines now start at RM150 if paid within 15 days and can rise to a maximum of RM300 once 60 days have passed without payment.
The real teeth of the new system kick in after that 60 day mark. Once a summons crosses 61 days unpaid, the JPJ MySikap system automatically flags the offender's NRIC and vehicle registration, blocking any renewal of road tax or a driving license until the fine is fully settled, and if the case ends up being referred to the traffic courts and the person fails to show up, a warrant of arrest can be issued. This blacklist status also blocks vehicle ownership transfers entirely, which matters a lot if you are planning to sell your car and the buyer's dealer runs a check and finds outstanding fines attached to it.
Non-compoundable offences, like driving without a valid license, skip the discount system altogether and go straight to court, with no option to simply pay a compound and move on. The practical takeaway is that the old habit of letting summonses pile up and waiting for an amnesty period has essentially been retired, since amnesty-style mass discounts are no longer part of how the system works going forward.
My Opinion
I will admit I used to be one of those people who let summonses sit for months, telling myself I would deal with it eventually or wait for a discount period. This new system basically punishes that instinct hard, and honestly, fair enough. Blocking road tax renewal and license renewal until things are settled is annoying in the moment but it does force better habits. Just pay the thing within the first two weeks if you can. It is genuinely the cheapest and least stressful option now.
