THE Road Transport Department (JPJ) has issued a final warning to express and tour bus operators to comply with the mandatory installation and verification of Speed Limitation Devices (SLD), as a significant number of vehicles remain non-compliant.
JPJ Director-General Datuk Aedy Fadly Ramli revealed that as of March 16, approximately 12 per cent of the 2,544 registered express buses and 49 per cent of 3,371 active tour buses had not completed SLD verification, despite earlier compliance deadlines having passed.
“Until 16 March this year, 12 per cent of registered express buses have yet to implement SLD verification as required. For tour buses, 49 per cent of active vehicles still have not submitted verification,” he told reporters at the JPJ Iftar event with the media last night.
Highlighting the seriousness of the situation, Aedy said the high level of non-compliance is concerning, given that operators had ample time to meet the initial requirements.
JPJ plans to launch a nationwide enforcement operation, Ops Hari Raya (HRA), ahead of the upcoming festive period, to ensure SLD compliance across the country.
“All JPJ personnel will be mobilised to inspect SLDs on express and tour buses nationwide. Operators must present their SLD verification certificates when their vehicles are inspected. Failure to have an SLD installed, or to produce the certificate, will result in the issuance of a Notice Temusiasat, Notice 114,” he explained.
Operators will then be given 14 days to return their vehicles to JPJ for verification of the SLD installation.
The enforcement strategy has been divided into phases. The first phase, involving verification for devices due by October 1 last year, has concluded.
The second phase mandates activation of the SLD for relevant vehicles by January 1, 2027. The ongoing third phase requires commercial vehicles without SLDs to retrofit and complete installation by July 1.
“The third phase is still active, and further action, including possible seizure or road bans, will be considered once the period ends,” Aedy said.
He added that current measures emphasise advocacy and notification to encourage operators to comply voluntarily, ensuring that the transport industry implements SLD installation as legally mandated. - March 17, 2026
