Kuala Lumpur: Kota Belud MP Isnaraissah Munirah Majilis has raised serious concerns about the Finance Ministry’s (MOF) approval of a contractor for RM611.3 million Pan Borneo Highway package in Sabah, despite the company being rejected by JKR Sabah.

During her debate on the Auditor-General’s Report (Series 2/2025) at the Dewan Rakyat recently, Munirah questioned the use of the pre-qualified selected tender (pre-Q terpilih) procurement method, calling it flawed and vulnerable to abuse.

“The audit said that this pre-Q method should not continue because, one, it allows room for manipulation and lack of transparency in company selection. Two, it reduces market competitiveness because of the limited number of selected companies. Three, it failed to meet the objectives of the selected pre-qualification procurement,” she said.
