Five UPNM Cadet Officers Dismissed for Bullying, Ordered to Repay Government Expenses

Five cadet officers from Malaysia's National Defence University (UPNM) have been expelled from the Military Training Academy (ALK) and dismissed from the Malaysian Armed Forces (ATM) due to their involvement in bullying incidents. The Ministry of Defence announced these measures, which reflect its commitment to upholding strict disciplinary standards within military institutions.

In a statement issued today, the Ministry confirmed that the expelled cadets would also be required to reimburse the government for the expenses incurred during their time at UPNM. Defence Minister Khaled Nordin highlighted that these actions, sanctioned during a recent Malaysian Armed Forces Council meeting, are independent of any further measures that may be taken by UPNM or the Attorney General’s Chambers.

Details of the Incidents

The first case involved Amirul Iskandar Ahmad Norhanizan, who burned a fellow cadet with a hot iron. As a result of this grievous act, Amirul’s appointment was revoked, and he has been ordered to pay RM44,600.20 as compensation to the government.

The second case, reported by a UPNM lecturer, exposed the misconduct of three cadets: Izzat Izuddin Mohammad Arif, Muhammad Hidayat Haqimi Mohd Yuslan, and Ku Muhammad Irfan Ku Zaimi. These individuals violated ALK’s regulations by subjecting a fellow cadet to both physical and emotional abuse. Each cadet has been assigned a compensation amount based on their degree of involvement. Izzat Izuddin must pay RM48,452.75, Muhammad Hidayat Haqimi RM19,481.70, and Ku Muhammad Irfan RM44,600.20.

The final incident involved Ammar Hafiy Muhammad Habib, who caused soft tissue injuries to a fellow cadet’s lower back. Ammar has been directed to compensate the government with RM32,115.95.

Ministry's Response

Defence Minister Khaled Nordin strongly condemned the cadets’ actions, reiterating the Ministry's zero-tolerance policy towards any form of abuse or bullying within military institutions. The Ministry of Defence is committed to fostering an environment of discipline and respect. Such behavior is unacceptable and goes against the values of the military, he said.

The Minister also emphasized that measures are being taken to prevent similar incidents in the future. We are determined to strengthen preventive strategies and take immediate, decisive action against anyone who violates military ethics and regulations, he added.

Broader Implications

These expulsions send a clear message that misconduct within the military will not be tolerated. The decision to hold the cadets financially accountable underscores the government’s commitment to maintaining discipline and ensuring accountability among military personnel.

The Ministry of Defence’s firm stance highlights its dedication to safeguarding the reputation of Malaysia’s military institutions while fostering a culture of integrity and professionalism. Moving forward, the Ministry’s continued vigilance and proactive measures will be critical in upholding the values expected of those who serve in the armed forces.
