In the late 1990s, many PPRs were built in urban areas to solve the issue of squatting. These low-cost housing were a success at the time, reducing squatting to almost zero.
Today however, PPRs often have a bad reputation, with parking, safety, and hygiene issues being commonly associated with them. How did it get this bad, and is there anything we can do to solve this problem?
